Surface mail is greyed out because there is no surface mail to Europe.
Maybe the package is heavier, and you could send by Small Packet Rate:
Right-clicking on the Small Packet button gives a help screen showing the details of the term Small Packet. Right-clicking on buttons is a common feature of the program and gives such guidelines as minimum and maximum physical sizes, posting information and other regulations.
